PBRs don't offer anything for the cop side except for the cops who close the vaults, so imagine a scenario like that;
Everyone is tryharding then a guy called Samuel logs in and blocks all of the vaults.
So, my suggestion is to make a kind of a reward system just like in normal gang bank robberies. The amount could be less than 280k, maybe half of it or less but not less than 100k.
