1st rule : Not allowed to nade/kamikaze/shoot until blow up shamal in a BR regroup.

2nd rule : Not allowed to get bribe (or spawn as trainee to bribe) in a BR regroup before start the BR.

I think this suggestion is fair to both sides.

No. That stops all the fun.

Also while we're at it, I'd suggest a clearer rule for DM, an annoying cuntish cop would stand next to a shamal and annoy the fuck outta people and you won't be able to kill him, allow that, him being present in a BR regroup is a fair reason to kill him, even if the criminal is unwanted.

getting bribe isn't a big impact, even better easier to spot a br before it begins

Where exactly does this seems fair to you?
Your first idea is unacceptable because your job is to stop a bank robbery not a regroup. But if you still want to destroy the fun before it begins, regroup with the cops and go raid the regroup area instead of camping in the shamal and waiting for the criminals shamal to take off.
About your second idea, you want to deprive criminals of the unwanted wall behind the crackers so that you can just rekt the bank robbery before it is even started as you will not only arrest the crackers but 2/3 of the defenders. Definitely a huge plus point for cops whereas minus for criminals.
It is not fair in any sense, so this is useless suggestion unless it has something which actually benefits the criminals too.
