I dont like this suggestion, How on earth do you want CS to have beanbag rounds?, there is a reason that normal squad spawns dont have it while HQ spawns do. In real life the normal donut-eating officer that patrols around the streets uses beanbag rounds or anything similar, since he shouldnt use lethal force. While Elite officers like SWAT can use lethal weapons similar to CS. Because they deal with much more dangerous situations where lethal force is required such as bank robs etc. TL;DR Bad suggestion. Junior squad members should stick with the shotgun, if they want cs they can buy it.

I dont really get what you mean exactly by add 15s but however i dont find a delay useful. If someone dies then spawns before than you revive him, that simply means that he doesnt want to get revived otherwise he would wait.
